A proposed data center overlooking Cayuga Lake is forcing the Finger Lakes to confront a difficult question: How much development can the region sustain—and who gets to decide?
For generations, the former Cayuga power plant represented one kind of industrial progress. Its location in Lansing offered access to transmission infrastructure, transportation routes and the water that helped make large-scale power generation possible.
Now the property could become part of a very different industrial era.
TeraWulf, a Maryland-based company that develops digital infrastructure, is pursuing plans for a high-performance computing and artificial-intelligence data center at the former power-plant site. The company calls the project Lake Hawkeye.
According to TeraWulf’s filings with the Securities and Exchange Commission, the site could eventually support as much as 400 megawatts of gross electrical capacity, including approximately 320 megawatts of critical computing load. The company describes the property as having existing electrical interconnection and other infrastructure that could support development.
Those numbers place Lake Hawkeye far beyond the scale of a typical commercial project. They also explain why a proposal in one Finger Lakes town has quickly become part of a statewide debate about energy, water, land use and the power of local government.
The data center has not simply arrived as a finished project. TeraWulf’s own disclosures say development remains dependent on permitting and site preparation. Important details—including the final design, construction schedule, operating requirements and binding community benefits—will therefore matter as much as the company’s headline capacity.
Still, the proposal presents Lansing with a question communities throughout the Finger Lakes may increasingly face:
What happens when an industry measured in hundreds of megawatts comes to a town accustomed to evaluating development one subdivision, business or farm at a time?
Why Lansing Appeals to the Data-Center Industry
Artificial intelligence may seem weightless, but the physical systems behind it are not.
AI applications run inside buildings filled with servers, electrical equipment and cooling systems. Large computing campuses require enormous amounts of power, reliable connections to the electric grid and enough land to accommodate buildings and supporting infrastructure.
Former power-generation properties can be particularly attractive because some of those assets already exist.
In August 2025, TeraWulf entered an 80-year ground lease covering approximately 183 acres at the Cayuga property, according to a company filing. Its development plans identify the site as one of the company’s future high-performance computing projects. Read TeraWulf’s SEC disclosure.
Reusing an industrial property could offer real advantages. Development might return a former power site to productive use, create construction work and add taxable value without placing an industrial operation in an untouched rural location.
But those possibilities are not guarantees. The number and type of permanent jobs, the eventual tax arrangement and the project’s long-term costs to local infrastructure must still be established through public documents and enforceable agreements.
That distinction is essential. A project can be economically promising while still requiring rigorous review.
What Opponents Are Asking
Concern about Lake Hawkeye intensified during a regional event reported on September 2 by Sustainable Finger Lakes. Organizers said approximately 200 people attended a gathering where residents and environmental advocates called for greater state scrutiny of large data-center projects.
Opponents contend that the Lansing proposal could require extensive hillside clearing and bedrock excavation while producing construction and operational noise near homes and the Cayuga Shores Wildlife Management Area. They have also raised questions about electricity demand, water use and possible costs passed to utility customers.
Those are claims from project opponents, not final findings from an environmental review. They should be tested against engineering plans, permit applications and responses from TeraWulf and the responsible agencies. Read the organizers’ account and stated concerns.
The questions themselves are nevertheless reasonable.
How much electricity would the campus consume at each stage of development? Would new transmission equipment be needed? What cooling technology would it use, and how much water would that system require? How would continuous mechanical noise be controlled? What land would be cleared? Who would pay for road, emergency-service and grid upgrades?
There is also a more difficult financial question: If expensive infrastructure is constructed principally to serve one large customer, who carries the risk if that customer later reduces operations or leaves?
The answers should not be supplied by either supporters or opponents alone. They require public records, independent expertise and clear commitments from the developer.
Can a Small Town Evaluate a Project This Large?
Most Finger Lakes land-use systems were built to handle familiar forms of growth: housing developments, agricultural businesses, retail buildings and modest industrial operations.
A hyperscale computing facility is different. Its potential effects reach across land-use planning, utility regulation, environmental science, municipal finance and economic development.
That complexity can place an extraordinary burden on local planning officials, many of whom serve their communities part-time or as volunteers. Even a conscientious board may need independent engineers, attorneys, energy specialists and financial consultants to evaluate the claims placed before it.
The central issue is not whether local officials are capable. It is whether the review system gives them sufficient time, expertise and leverage.
A strong local process would allow technical reports to be independently examined rather than accepted at face value. It would also translate broad promises into measurable obligations covering noise, construction traffic, environmental monitoring, emergency planning, tax revenue and eventual site restoration.
Public hearings matter, but hearings alone are not enough. Residents need access to understandable information early enough to influence the decision—not after the most consequential choices have already been made.
Albany Enters the Debate
The Lansing controversy is unfolding as New York lawmakers consider statewide rules for large data centers.
The proposed Responsible Data Center Development Act would establish a one-year pause on certain permits for new large facilities while the state studies their cumulative effects. The legislation calls for public hearings, an environmental report examining electricity, water, land use and public subsidies, and a separate utility-rate classification for data centers drawing more than 20 megawatts.
It would also require consideration of host-community benefits and establish certain labor, energy-efficiency and renewable-energy provisions.
The State Senate approved the measure 43–17 on June 4, 2026. As of early September, the official legislative record did not show it becoming law. Review the bill and its current status.
Supporters see the legislation as a necessary pause while New York establishes rules for an industry whose energy needs are expanding rapidly. Critics of broad moratoriums may argue that delays could divert investment elsewhere and prevent communities from redeveloping former industrial sites.
Both concerns deserve consideration. But the debate also reveals the scale mismatch at the heart of the Lansing proposal: Decisions made by one municipality could affect electrical demand, infrastructure planning and environmental policy well beyond its borders.
A Test for the Finger Lakes
The Finger Lakes cannot—and should not—be preserved by freezing the region in time.
Its villages need investment. Former industrial sites need new purposes. Municipalities need tax revenue, and residents need stable employment. Technology companies may become part of that future.
But the region’s economic value is inseparable from its lakes, farms, forests, wildlife and livable communities. Development that compromises those assets can undermine the very qualities that attract residents, visitors and businesses.
That is why Lake Hawkeye should not be reduced to a choice between being “for technology” or “against progress.”
The better questions are more precise.
What will the project consume? What will it produce for the community? What risks will remain after construction? Which promises will be legally enforceable? And can local residents see the evidence before the decisions become irreversible?
TeraWulf describes the Cayuga property as a potential 400-megawatt development site. Whether the company ultimately builds at that scale—and under what conditions—will depend on permits, engineering, economics and public review.
For Lansing, the task is not merely to decide whether a data center belongs on the site of an old power plant. It is to determine the terms under which an industry of unprecedented scale may enter a small lakeside community.
Other Finger Lakes towns should pay attention. The next big technology proposal may not arrive with smokestacks or assembly lines. It may come in quiet buildings filled with computers, carrying promises of investment—and a demand for resources that can reshape the community around it.
